Does the SAT fee waiver cover the international fee?

No. Fee waivers cover the base registration fee and score reports but not the 43 dollar international regional fee, so students testing abroad pay that regardless of financial need. This catches families out every year.

For families testing outside the United States this turns a free sitting into a paid one, and it is rarely flagged before checkout. Budget for the regional fee separately from registration, and check it again if you change test centres, because the surcharge follows the location rather than the student.
