Not directly, but it redistributes weight. Everything else in the file (grades, course rigor, essays and recommendations) carries more of the decision when a score is absent. Withholding is the right call when your score would pull against a strong record and the wrong call when it would support one.
The decision is comparative, not absolute. Ask whether the score is consistent with the rest of your file: a score that matches a strong transcript adds corroboration, while one that contradicts it invites a question you will not be there to answer. Withhold when it would raise that question.
